About the FCHLPM
The Florida Commission on Hurricane Loss Projection Methodology (FCHLPM) was created during the 1995 Legislative Session as an independent panel of experts to evaluate computer simulation models and other recently developed or improved actuarial methodologies for projecting hurricane and flood losses.
The Legislature specifically determined that reliable projections of hurricane losses for residential property insurance and reliable projections of flood losses for personal lines residential flood insurance are necessary to assure rates are neither excessive nor inadequate, and that computer modeling has made it possible to improve upon the accuracy of hurricane and flood loss projections.
